The total number of phosphate mines in Hubei is reduced by nearly half

Hubei Province has taken significant steps to regulate and improve the order of phosphate resource development, according to the second meeting of the Provincial Leading Group for rectification. Since the launch of a special campaign targeting phosphate mining, authorities have made notable progress in cracking down on unregulated extraction. A total of 139 phosphorus mines have been investigated and legally closed, reducing the total number of such mines from 284 in 2000 to 145 today—a nearly 50% decrease. Hubei is one of China’s major phosphate-producing provinces, with reserves ranking just behind Yunnan and Guizhou. However, despite its vast resources, the province faces challenges due to the low quality of most of its phosphate deposits. Over 93% of the reserves are classified as low-grade ore, while high-grade rich ore makes up less than 10%. For years, the exploitation of these resources was disorganized, leading to severe waste and inefficiency. In response, Governor Luo Qingquan issued Decree No. 270 on November 5, 2004, introducing the "Interim Measures for the Management of Phosphorus Resources in Hubei Province." The decree introduced strict controls on the scale of phosphate mining, including a quasi-transportation system for phosphate ore. Mines that failed to meet planning standards, had an annual output below 100,000 tons, or did not make full use of medium- and low-grade ores were given a three-year deadline to comply or face closure. The implementation of this regulation marked a new phase in the large-scale cleanup of phosphate mining in the province. Local mineral resource management offices have been established to enforce mining plans, limit total extraction volumes, and protect low-grade phosphate resources from wasteful exploitation. Efforts have also focused on curbing the practice of “rich mining and abandoning poor,” where only the best-quality ores are extracted, leaving lower-grade deposits unused. Additionally, authorities have intensified crackdowns on illegal activities such as unauthorized exploration, illegal mining, and theft of mineral resources. These measures aim to ensure sustainable and responsible use of Hubei's phosphate resources while addressing long-standing environmental and economic concerns.
