Hubei Province has taken significant steps to regulate and improve the management of its phosphate resources, as revealed at the recent second meeting of the Provincial Leading Group for rectification. Since the launch of a special campaign targeting phosphate mining, authorities have made notable progress in curbing illegal and unregulated extraction. A total of 139 phosphorus mines have been investigated and legally closed, reducing the total number of mines from 284 in 2000 to 145 today — nearly a 50% decrease.
Despite being one of China’s major phosphate resource provinces, Hubei faces challenges due to the low quality of its reserves. Over 93% of the province's phosphate resources are classified as low-grade ore, while high-grade ore accounts for less than 10%. This imbalance has long led to inefficient use and severe waste of valuable resources.
In response, Governor Luo Qingquan issued Decree No. 270 on November 5, 2004, introducing the "Interim Measures for the Management of Phosphorus Resources in Hubei Province." The decree introduced strict controls on mining scale, including a quasi-transportation system for phosphate ore and a three-year deadline for companies that fail to meet production standards or make full use of low-grade resources.
The implementation of this policy has marked a turning point in the regulation of phosphate mining. Local mineral resource management offices have been established to enforce mining plans, limit overall extraction, and protect low-grade reserves from overexploitation. Additionally, efforts have intensified to crack down on illegal activities such as unauthorized exploration, illegal mining, and theft of resources, ensuring a more sustainable and orderly development of the sector.
