Prevention of Pollution of Inland River Waters by Ships Requires Penalties for Pollution of Important Water Sources

What kind of punishment should be imposed on the pollution of inland waters, and the "Regulations of the People's Republic of China on Preventing and Controlling the Pollution of Vessels Contaminated with Inland Waters and Environment" recently promulgated by the Ministry of Communications will specifically investigate the legal responsibility of those responsible.
