At the Hubei Provincial Environmental Protection Working Conference held on May 8, it was revealed that the targets set under the province's "Tenth Five-Year Plan" for reducing sulfur dioxide and industrial solid waste emissions were not met on schedule. In response, the "11th Five-Year Plan" aims to accelerate efforts to combat air pollution, with a goal of cutting chemical oxygen demand (COD) and sulfur dioxide emissions by 10% during this period.
According to reports, out of 17 key cities in Hubei, six have failed to meet air quality standards, and the area affected by acid rain has expanded. This is largely due to excessive emissions of pollutants such as sulfur dioxide and fine particulate matter. The province emits around 600,000 tons of sulfur dioxide annually, with thermal power plants being the main source. Of the 47 thermal power companies with an installed capacity over 6,000 kilowatts, only six have implemented desulfurization technology.
In light of these challenges, the Outline of the Eleventh Five-Year Plan emphasizes addressing critical environmental issues that impact public health and economic development. It calls for stricter control of sulfur dioxide emissions, higher standards for industrial smoke and dust, and faster implementation of urban air pollution control measures. The plan also includes strict enforcement of emission permits, deadlines for pollution control, and environmental impact assessments for new projects. Companies that severely pollute the environment will be shut down, and major pollutant emissions are expected to drop significantly, helping to reverse ecological degradation.
The Hubei Provincial Environmental Protection Bureau has also mandated that all new thermal power plants must install desulfurization facilities. Existing plants burning high-sulfur coal are required to gradually add such systems. By the end of 2010, all coal-fired power plants exceeding emission standards must have desulfurization equipment in place. Plants over 20 years old or with a capacity of less than 100,000 kilowatts will be reconstructed or shut down within a specified timeframe. Additionally, the province plans to offer preferential access to the grid and tariff incentives for desulfurized power plants.
It is also reported that under the total pollutant control system, Hubei aims to reduce sulfur dioxide emissions by 2% this year, showing a clear commitment to improving environmental quality and public health.
