According to the person in charge of the China Petroleum and Chemical Industry Association, potassium phosphate products such as potassium pyrophosphate are not bulk chemical products, and domestic production enterprises are also relatively dispersed. On September 24, 2009, two U.S. companies submitted applications to the U.S. Department of Commerce and the International Trade Commission requesting a dual investigation of some of the phosphate products originating in China. Applications for investigation include pentasodium triphosphate, potassium pyrophosphate, potassium dihydrogen phosphate and dipotassium hydrogen phosphate. The five-sodium-phosphate production enterprises actively responded to the lawsuit and eventually received a negative ruling; however, the potassium phosphate enterprises did not respond, and as a result, they had to bear high anti-dumping and countervailing duties.
The person in charge said that since the potassium phosphate business involved in the case did not respond before the preliminary ruling, it was tantamount to giving up its rights and the preliminary ruling would be basically the result of the final ruling. If the company can have a far-sighted, positive response, it may be that the US market will not be lost.
Chen Rong of Tianjin Chengyi International Trading Company confirmed that currently the exports of potassium phosphate enterprises to the United States have been fully stagnant, and domestic potassium pyrophosphate products such as potassium pyrophosphate products handled by their companies have not been exported to the United States. At present, the price of domestically produced potassium pyrophosphate FOB (ship-ship) is US$1,700 to 1,800/tonne, plus the price after 109% countervailing duty and 65% anti-dumping average tax rate, and US$3,000/ton domestic product. A salesman from Lianyungang Xidu Biochemical Co., Ltd. said that the company exported more than 1,000 tons of potassium phosphate products such as potassium pyrophosphate and dipotassium hydrogen phosphate last year. However, now that the United States has to impose a 109% countervailing duty and a 93% anti-dumping tax, their products cannot be sold out. Even some of the products that have been exported before this time have been returned. As a result, current product output is reduced by 10% to 20%, and it is no longer possible to enter the US market within five years.
According to a foreign trade staff member of Wuhan Lion Dance Company, last year, the company exported hundreds of tons of potassium phosphate to the United States, but this year it will not be able to get out. At the same time, the global market was weak, and the drought in five provinces in southwestern China led to the increase in Yunnan's phosphorus price, and domestic sales also encountered difficulties.
