Since last year, China’s auto parts exports have repeatedly encountered containment of trade protectionism. For example, at the end of last year, the European Union levied high anti-dumping duties on fasteners exported from China, and this year it began anti-dumping investigation of aluminum wheels in China. A series of incidents have made China's auto parts enterprises worse in the financial crisis. Fortunately, our country has issued a number of policies and measures to encourage auto consumption in response to the operating conditions of the automotive industry. The most important of these is the “Regulations for the Adjustment and Revitalization of the Automotive Industry” issued by the State Council. The promulgation of these policies and measures has played a key role in stopping the declining trend of China's auto industry and restoring high-speed growth, laying the foundation for the development of the healthy development of China's auto industry in the coming period and indicating the direction. This aspect shows that the policies promulgated by the Party Central Committee and the State Council are wise, timely, and effective; on the other hand, it also shows that China's auto market is pregnant with great potential. Although facing difficulties, this potential will release astonishing energy as long as national policies support it. With a solid market foundation and national support, the Chinese automobile industry will overcome difficulties and maintain growth. But even so, we still need to have a clear understanding, because our auto parts industry as a whole is not very strong, and there is still room for growth in many areas.

I. Paying attention to adjusting the industrial structure and accelerating industrial upgrading

This year, China's auto industry has earnestly implemented the "Auto Industry Adjustment and Revitalization Plan." We have made great achievements in maintaining growth and expanding domestic demand, and maintained a high growth rate. Many deep-seated problems in the auto parts industry over the years have affected the continuous, stable, and healthy development of the parts and components industry. The author believes that to maintain growth and expand domestic demand is to solve the immediate contradiction, in order to overcome the immediate crisis, and adjust the structure is to solve long-term and sustainable development. Therefore, we must deal with the relationship between the short-term and the long-term. While doing a good job of maintaining growth and expanding domestic demand, we must also pay attention to solving the structural problems in the spare parts industry. The structural adjustment of the parts and components industry must closely focus on the themes of energy conservation, emission reduction, safety, and the development of new energy vehicles; achieve a full upgrade of the industry through adjustments and changes in small-scale, decentralized, low-level, weak technological innovation capabilities, and extensive operations. .

Comprehensively improve the quality of the company

——Enhance the ability of enterprises to innovate in technology. Technology is the core competitiveness of a company. Foreign-funded enterprises have a high level of comprehensive management, control the high point of technology, and occupy a high-end product market. According to statistics, as of 2007, more than 40% of the production value and sales of the parts and components industry were created by foreign-funded enterprises accounting for 17%; due to the small scale, Chinese-owned parts and components companies did not master advanced core technologies, plus management standards. Poor, therefore, the added value of the products produced by the technology is low and is currently at risk of being marginalized and low endured. Therefore, strengthening innovation capability is particularly important for Chinese-owned parts and components companies. It is reported that at present, the investment in technology research and development of Chinese-funded parts and components companies, the industry average level is still less than 1% of sales, while multinational companies are generally about 10%, which shows that our investment in technology research and development is seriously inadequate.

At present, many parts and components companies in China have high-precision, sharp, and sharp production equipment, but they are lagging behind in tooling technology such as knives, gauges, auxiliary devices, clamps, and molds; this is a serious problem in design, manufacture, use, and management. The problems, these have led to the company's production efficiency and product quality greatly reduced. Therefore, parts and components companies must pay more attention to and strengthen the research of manufacturing process equipment technology and the training of talents.

Improve the relationship between vehicles and parts

——At present, the contradiction between China's entire vehicle and parts and components companies is still a relatively strong issue reflected by parts and components companies. In the current situation of great cost pressures, we should take into account the interests of the various supply chain links so that the entire vehicle and parts and components companies have reasonable profit margins. According to statistics, Chinese auto parts and components enterprises account for more than half of the parts and components supporting enterprises of self-owned brands, which shows that China's self-owned brand vehicle companies have played a positive role in the development of parts and components companies.

We must persist in opening to the outside world and strengthen cooperation with foreign countries

In the 30 years of reform and opening up, the strength of China's auto parts industry has greatly increased, but there is a big gap compared with developed countries. Therefore, we must continue to adhere to the principle of globalization and open up to the outside world and strengthen cooperation with foreign countries.

However, foreign cooperation should adhere to the principle of "mainly based on me". We must avoid blindness based on our own development strategies and needs. Through cooperation with foreign parts companies, especially small and medium-sized parts and components companies, we have established long-term cooperative relationships to acquire technology, brands, goodwill and customer relationships, achieving the goal of complementary advantages and win-win cooperation.

The purchase of foreign advanced technology is one of the important ways for the rapid growth of parts and components companies. Therefore, we must actively engage in technical cooperation with foreign counterparts with strong capabilities, pay attention to respecting each other’s intellectual property rights, and conduct technology trade in a proper, mutually beneficial, and fair manner. In addition, we can also use foreign public technology service companies to purchase technology. These companies have a wide range of businesses, covering product and basic technology research and development, production management, logistics model, and informatization. They are willing to serve the Chinese automotive industry. We must make full use of favorable conditions to cooperate in various ways.

——Promote enterprises to go out. Under the current situation of the international financial crisis, promoting the implementation of the "going out" strategy is an important task for the China Association of Automobile Manufacturers this year. However, over the past year, we have found that most parts and components companies do not respond positively to the “going out”. The reasons are: First, lack of understanding, did not expect to "go out"; Second, the lack of international talent and strength; Third, the information channels are not smooth. However, there are also some companies that can combine the company's development strategy and acquire foreign companies.

Last year, I once proposed that "parts companies must work harder for their internal strength in the context of the international financial crisis." In the first half of this year, we organized some parts and components companies to visit the “Lean Manufacturing” method of Shanghai Delphi Power Propulsion System Co., Ltd.; Toyota (China) Co., Ltd. organized the “Toyota Production Method” lecture in Hangzhou.

-- Named the automotive parts manufacturing base. This year, we named Chongqing “Daishan County China Automobile (Motorcycle Parts Manufacturing Base)”. This is one of the six “component manufacturing bases” named by the China Association of Automobile Manufacturers. China has a large number of privately-owned small and medium-sized auto parts enterprises, which are clustered together to facilitate policy and financial support from local governments; facilitate process collaboration and form an industrial chain; facilitate the establishment of technical research and testing public service platforms; It is also convenient for China Automobile Association to serve.

- Helping companies develop international markets. All along, China Automobile Association and the United States DST companies to help companies enter the US aftermarket. As a pilot, we have already exported radiator products for a company.

——Improve the improvement of the relationship between the vehicle and parts. The participation of parts and components in the synchronous development of the entire vehicle is the key to solving the relationship of zero-summation. We must learn good and mature experiences from abroad.

- Released leading enterprises in the small parts industry. The purpose is to guide and promote the development of China's auto parts industry to specialization and intensive development, and to take the path of small businesses and large markets. The list of released products is now complete, including system components, assembly components, and key secondary components. Please understand and propose improvement suggestions.

- Branch management. In 2009, there were eight branch and sub-branch branches that reached the end of the transition period, and now four have completed the transition. At the annual meeting last year, we decided to set up three branches. The "Exhaust Muffler System Committee" has already passed the approval of the Ministry of Civil Affairs. The "Remanufacturing Subcommittee" passed the public notice of the SASAC. The "Car Accessories Branch" is still in coordination. This year, we have 226 new members and 348 members who have not fulfilled their obligations in the long term. At present, there are more than 1,600 members in China Automobile Association. The General Council also requested the Secretary-General of each branch to regularly communicate with the General Conference about the industry, and report the economic development of the small industry quarterly.

- Remanufacturing of auto parts. In March last year, the country formally established 14 vehicle (machine) manufacturing companies and auto parts remanufacturing enterprises, and launched pilot projects for the remanufacturing of auto parts. At the same time, it also initiated the formulation of standards for auto parts remanufacturing products, and successively developed 11 standards for engines, transmissions, etc. After extensive solicitation of proposals, the review will be conducted by experts, reviewed by the National Development and Reform Commission, registered by the State Administration for Industry and Commerce, and the remanufacturing of auto parts will be used soon. The National Development and Reform Commission will assist the National Economic Development and Reform Commission in carrying out special activities for remanufacturing “research experts” in the circular economy to diagnose the remanufacturing of enterprises. , Propagation of engineering technology with Chinese characteristics, understand the difficulties and policy orientation of the development of remanufacturing industry.

In order to further promote the development of the parts remanufacturing industry, this year, the National Development and Reform Commission adopted the recommendations of the China Automobile Association, and submitted to the State Council for approval, decided to expand the scope of the pilot, and further give play to the exemplary role of the pilot companies. Among them, the types of remanufactured products to be added in the next step include six products such as axles, drive shafts, compressors, power steering pumps, water pumps, and oil pumps. In October this year, the China Automobile Association inspected some companies during the "Expert" activities. In addition, the China Automobile Association also organizes experts to inspect the remanufactured enterprises and pilot candidate companies.

- Information work. According to the guidelines of the Ministry of Industry and Information Technology on the work of the Association, we have been doing statistical work on industry information. Through the comprehensive mastery of industry information, we can bring the advantages of the association closer to the enterprise, more effectively cooperate with the government and industry authorities in carrying out various tasks, and maximize the maintenance of the company and strive for its due interests.

- Carry out research work on the "12th Five-Year Plan" of the auto parts industry. This work has been assigned to various spare parts branches and backbone enterprises. Although China's spare parts industry is already market-oriented, the development of the entire industry needs to have a guidance document for development direction, put forward the "Twelfth Five-Year Plan" goal and propose to the country policies to support the healthy development of parts and components industry.

-- Actively promote the construction of "parts manufacturing base". First of all, it is necessary to strengthen the service of the existing "parts manufacturing base" and support local government's enthusiasm for the development of the parts and components industry, and give the "base" the name of the place where it is qualified. The association decided that the base should be managed in accordance with its branches and will strengthen its organization and service in this area.

——Continuing to provide project information services for enterprises “going out” to build international platforms for Chinese parts and components companies.

- Preparation for the establishment of a database of parts and components enterprises. Establish a database of auto parts that can truly reflect the status of China's auto parts industry and have credibility, and collect and organize auto parts industry information by means of market operations.

- Preparation for the establishment of an expert database serving auto parts companies. According to professional and process classification, experts with experience in on-site management of large-scale enterprises are gathered.

——In an environment where the technical level of the automotive industry is constantly improving, support and encourage enterprises to accelerate the adjustment of product structure and industrial structure.
