A post shared on the Society for the Preservation and Appreciation of Antique Motor Fire Apparatus of America (SPAAMFAA) gave a detailed history of this unique piece of fire apparatus:

Originally from Ardmore, Pennsylvania;

 

ALF 700 tda, Huber Heights, Ohio. A 1984 Pierce Arrow retractor/refurb, job number F1271.

 

In 1995, the tractor was converted into its current form with an Ideal Beverage body, and then later refurbished in 2000 by RPI before being sold to Peotone, Illinois.

 

Before the current owner, it was used by a company called Qualified Spill Response, which went out of business. It seems like the current owner picked it up when the company folded.
